It sounds like you might be in compliance with egress but someone overlooked the ingress requirements :)

Some potential you could go to your local court that handles these cases or the code compliance department and ask if they can provide a list, or know any of the vendors who do.Water shutoff is something different. 

Note that you need to run the phone number against the DNC registry to ensure you are within compliance.

It was already mentioned to ask about their processes (owner reports, screening, maintenance/work order, inspections, compliance and delinquent rent) if you need to.
