They're in a lot of ways similar to absentee owners in that holding on to the distressed property may be costing them money and/or a pain to manage. 

And yes, you can do some of the work yourself....BUT.....it is a pain and not everyone that does FHA loans does 203K loans.The appraiser will note what they visibly see and while it tends to be more thorough, it is NOT an inspection.
