How much margin should an investor seek without doing rehab work (flips i understand 50%-70% and we all what as much as possible)?

I am seeking a 3 or 4 unit property using the FHA loan and will be a owner occupant.

We are seeking an experienced opinion on the following stipulations: The broker will collect and be paid a 10% management fee, all late fees, a lease renewal fee of $50, a $25 fee for all vacant units, 3% fee on any maintenance jobs over 3K.

Meaning it might take you 45 minutes to set up, but it'll save you 2 hours of paperwork gathering when you're seeking preapproval for your next property. 

I often times see signs on the side of the road that state: "Real estate investor seeking trainee."  

As a beginning investor should I talk to a CPA or Tax specialists first or both before forming?
