I asked the appraiser at the county about this and he said they didn't have enough staff to do all the properties, so they did what they could.

You have a much better chance of getting accurate answers by calling the state's offices (Secretary of State for legal and Tax or Franchise Department or Comptroller for taxes) - however, their staff is often not well informed/trained, either.PS.
