More than likely your talking about a larger building, run by a management company - but behind them the homeowners should be shaping how they want their condo building to look going forward.

Just ask them if your submitted offer was seen and how can you move forward with it

They didn't give you clear positive signals about this potential tenant so I'd take the results back to the applicant, show them the answers, and let them know you can't in good faith move forward with their application process due to an incomplete reference.  

Fast forward a year and I have a steady job with income now wanting to take my first steps into looking for apartments to hold and rent out in the Knoxville area.

They own hundreds of units and now make sure that everyone knows expectations going forward!

Fast forward a few weeks, I found another but this time I am borrowing a portion of the needed funds from family and covering the rest with what I have available.
