What about people that have been using RUBS?

I keep hearing stories about investors using this program, but I don't understand how people who have enough income to purchase properties right now can also qualify for the rebate.

Because we want to enable people with debts to still be able to buy stuff. 

When you are getting  down money from other people's money, with floating debt, it's a speculation.

The key is to create more well-paying jobs in Worcester, close to where people live.

I did what people who were successful suggested I do, and it worked.

(Most of the people fell upon hard times and are working and need to find an apartment.
