We call these Michigan Basements and some are cobble stone, or larger rocks with old school mortar holding the entire house up.

The property is at rock bottom so the seller really has almost nothing to lose as almost anything could be an improvement.If the property was cherry already and fully performing then owner finance could be more risky as the buyer could possibly run the asset down and have to hand it back to the seller worse then when they gave it to the buyer.  

From your answer I understood that HOA liens are not rock solid and might be subject to change.

I want to have a rock solid team behind me if I try this.

A feaux marble tile might be a cheap option and go right over the top of the rock.

I find older or more seasoned investors with a lot of wealth do not like (rocking the boat) to gain a few extra percent.
