Is it customary in Wisconsin for the renter to pay electricity and water? 

Either the title is clean (and can obtain insurance from a title company) or not.

Individual window air units in each unit.WATER: One water supply, making water included in rentELECTRIC: Individual meters for the 4 two bedrooms, making each unit responsible to pay electric on their own.CURRENT RENTS: Gross: 3050 -(2 bedrooms:700, 700, 675,and 400 for unit with property manager) 575 for basement unit. 

I have a rental property and the electrical works fine but is very old.

(I find a lot of those ugly messed up houses in the expensive beach areas of Los Angeles where 4000 sq ft land lots go for over a milion)Should I offer to relocate them to a clean and nice place in a cheaper neighborhood?

The previous owners "professionally" cleaned the carpets which are stained and smell like pee.
