We might be scrapping the entire influence and awards system and could rebuild them from scratch; it seems that our current system uses a model of thinking that just doesn't accurately reflect anything but who is active on the system and who has best figured out how to gain points.

If you want a detailed/accurate estimate, you'll probably want to get your hands on the plans and get the work bid out.But, if you're just looking at a ballpark figure, you can probably call around to some builders in your area and ask them what they're seeing in terms of per-square-foot new construction costs.

Track the costs and over time you will be able to plug numbers in on a walk-thru and have the confidence that the numbers you provide buyers are reasonably accurate.

I did some research for a client of mine regarding a raffle of cosmetic surgery and raffles appear to be gambling (at least in the state he wanted to do it).It may be different if you were doing it for charity -- as in, all proceeds go to the charity and no one profits from it.
