The property is in a smaller town where water is a flat fee (not metered for the property - shower once per year or water your lawn everyday - same cost).

If $2800 is the market rent and the other landlords have tenants pay all utilities and mow their own lawns (that's what I do) then you can do the same.

-Keeping any common areas and the exterior of the building clean as well as cutting the lawn if there is one, here in WI of course, someone has to shovel the sidewalks and stuff whenever we get snow too.
