Your "go to" realtor can easily give you a good title rep to speak with as well as private money lenders, real estate attorneys etc.

Those are likely lipstick on a pig improvements though as the complex is in a rougher part of town so tenant quality would be a primary issue.

Be sure to speak with experienced professional who can give you guidance.

There are definitely some decent spots and good people there, but the quality of tenants is lower and you should not bank on appreciation.
