I don't think you don't need any permits to add a bedroom/bath etc. if it's a single family home, you can arguably change anything within your structure (or outside but adding more structures/buildings needs permits).

I am looking more for guidance around how we could structure the deal and what percentage of profit is considered "normal" or "fair".  

The re-lining procedure only makes sense in very select cases where the pipe structure is still sound, but the surface is very far gone, or the pipe is under massive tree roots.
