Does anyone have advice on finding banks that will entertain a 30 year mortgage for investors?

The PA PUC is trying to have all utility meters move to outdoor access; no more meter readers having to go inside, shut off doesn't require any cooperation, etc -  they have a number of justifications.So if you must have a second meter, they will want it outside of the house.

He will entertain an offer, but isn't motivated to sell, even though he isn't getting income from it. 

Unlike a TV or an outdoor  Grill or a hot tub,  A/C during heat wave is not an option.
