I agree with @Tom Ott most of those houses are in pretty rough areas you will likely struggle to do well in unless you are local, have thick skin, and are very active/hands-on (i.e. feet on the ground, keeping tight control of the property operations).

But she has to put some skin in the game if I am going to give her a free pass on $17,580 (remainder of agreed upon lease).Any thoughts would be much appreciated and welcomed.

You will need to have thick skin when it comes to the small things.

I have been running an industrial dehumidifier and carpet blowers in the room for 6 days and it is dry but it smells musty. 

Generally they will require you to have at least 10% down in those situations so that you have "skin in the game" so to speak. 

If it's as advertised seems like a great opportunity.Or if there is truly that much equity in the house just purchase outright from her at a price she deems is fair etc -- multiple multiple ways to skin a cat or in this instance solve a problem.
