If it was missing prior you have no proof of when it came off so you should fix it.  

Unless I'm missing something and your property has an exemption or is special in some way, Cat City is no longer licensing vacation rentals, and is sunsetting existing licenses....

The fact that the buyer and buyers agent missed that detail falls on the buyer.
