In my experience, and most other investors I know, they can work for brand awareness and recognition, but they do not work well for getting motivated seller leads.

With foreclosed condos you need to be aware of unpaid assessments because that could potentially add a lot to your initial costs. 

Versus a war zone would been totally boarded up - to keep out squatters etc.

I agree that 2% is rare and practically only going to happen in a war zone which Columbia doesn't have many of.
