My lease list the utilities provided including water, so I can't suddenly present a water bill to a tenant who never got one before.

The only thing that would threaten their cash flow abilities would be if my local economy suddenly flopped, and no one wanted to live there anymore.

I wouldn't lie about anything but if for some reason they think they have tricked you they will clean thinking they will get their deposit back.Then you can quote your lease and explain they have broken it.I have had tenants suddenly start turning into lawyers and quoting some portion of they law that helps their case.It boils down to the contract they signed which is your lease.You could ask them to send the reference to law that states this for your attorney to review.

Then there is the, what if your situation changes and now your limit is lower all of a sudden and you are mid purchase or mid renovation. 

Try to find out if they are at each other's throats as if they are, you could go thru the entire Mortgage Loan process only to have one of the spouses' attorney wait until closing day and suddenly advise their client to not sign off on the sale in an attempt to extort concessions for their client from the other spouse!
