Some of our tenants have no idea how to maintain or clean an apartment.  

We're currently paying for lawn care, snow removal and cleaning services + husband is doing some of their home maintenance himself.

You'll want to have an idea of how you handle utilities, and I've heard of the owner covering a weekly house cleaning to keep the peace sort of thing.  

We charge a pet fee for visiting pets that is at the high end of boarding cost and at move out we charge to have HVAC professionally cleaned and carpets professionally cleaned (many of our units do not have any carpet) to place unit back in animal free state (many people are allergic to pet dander).

But the cleaning lady being used ( that is contracted by the complex) would not give any information as to what would need to be cleaned to avoid a cleaning fee.

It also can collect rents, pet fees, cleaning fees, etc. and deposit them.

There is barely a voucher holder applicant with a clean background.

How does everyone handle cleaning the bedding during turnovers?

I did and told them that if they don't have a signed lease and deposit, it isn't rented.One month seems to be normal with PM as they have a number of units turn over at the same time and don't show them until the place is vacant and cleaned. 

In your case it would be clear that the tenant would be charged to clean out the septic system.
