Are there resources I can look up to see if i can wait and enact new leases that include tenant paying utilties and what legal issues I may encounter there?

This is one of the first times I've encountered any investor even acknowledging that this goes on. 

We are in the process of filling a vacancy on one of our properties and I have not encountered this situation before.

I covered the asbestos with house wrap and put warning stickers all over the wrap, then covered it with vinyl siding. city approval, no problem.

If anything it will be a better learning experience as you will double the situations you encounter even though they won't take much of your time.

A good site I use for research is municode.com to find out all the local regulations we might encounter and if there are specific building standards for Parks. 

I have fixed the ones on my own residence and bought a couple of complete systems before.The furnace, inside air conditioner coil (A-coil), and outside air conditioner should all have stickers on them somewhere that give a model and serial number. 

Not many I've encountered like full gut out of state rentals, but there are a few of those out there as well.Hope this clarifies!

Yes the city has requirements but most services I’ve encountered makes the process pretty painless for the investor.
