Personally I like the eastern suburbs of Maple Heights (44137), Garfield Heights (44125 and some 44105), Bedford (44146) and some pockets of Cleveland that are adjacent these neighborhoods (some of 44105 and 44128).In terms of ROI from Cash Flow the market has changed dramatically since I bought my first rental in Jan 2017.

Luckily, this property was not in a flood zone but another property that I had a opportunity to purchase,( a few hundred feet away) was partially in a flood zone that could of dramatically affected the exit should I had bought that property.

You will have to intend to live in it for a period of time over the year.. but the rental income that you mentioned to them will most likely make them say it will need to be reclassified as investment home.FYI- loan level pricing adjustments on second homes are changing April 1st this year which means rates are going to go up on a second home (pretty dramatically actually).
