Even during the coldest parts of our winter - when nights are -40C/-40F and daytime highs are -17 to -20C (-5 to 0F) - running a heat pump with ancillary electric resistance heating is less costly than electric resistance alone. The key is to look at the building as a whole and not focus on individual systems within the building. If your building envelope is draughty and poorly insulated - as is most North American housing stock - then the traditional approach of installing an over-sized furnace may be as cost effective to operate {perhaps more} than a heat pump.
