Can a contract I agree to buy from a wholesaler be “Re-Assigned” to another flipper/Retail buyer?

Question: Can a property be re-assigned or assigned if it has back taxes owed on it?

It has no bering for the tenant in choosing to voluntarily leave or be evicted.

A judgment entered anywhere can be re-recorded in the jurisdiction where a debtor owns property, creating a lien... a subordinate lien perhaps, but still a title issue.
