For some reason they called back the inspectors even though they had not finished all the recommended repairs.. so we failed a second time.

I would probably try to speak with them face-to-face or on the phone and finish the conversation by telling them you will send them a formal letter shortly with the exact date after you talk with your contractor/partner, etc.

Just finished up a project in Cincinnati. 

New windows and doors, new kitchen, updated bathroom, new HVAC, new flooring and paint and finished the attic with flooring and heating/cooling.

Our total gut ran about $65k inculding all new drywall as the walls had an adobe style finish, plus we added two additional 1/2 baths.

They finished one reactor (the years of constant transient workers staying nearby in RV's and mobile homes), but the majority of contracts are complete and they naturally go home.
