He didn't get the permit to go through for a while, we ended up cutting ties with that general contractor and the electrician still has our money and did not do any work. 

It will require everyone - electrician, contractor, plumber, sheet rock, flooring, etc...I am wondering (and beginning to think not) if it's worth trying to manage the project and purchase materials and pay people hourly.
