A good relationship or referral will trump a shiny pitch book EVERY DAY. 

Losses pass a series of tests (basis, at risk, passive, excess biz losses) before you can take them against other sources of income - excess business losses is effectively the very last step.

For me, I would have included the upgrades in the initial price you begun your renting, your basis.

I think its really a case by case basis and you shouldn't rule out one over the next if you are looking at ground up construction.
