Unfortunately, appraisers have a lot of power to delay purchases/sales - there's not much (if anything) we can do about expediting the process (or else everyone would be doing it). 

Also, consider electric security gate access if code and/or HOA will allow it.

Currently, I pay all utilities unless Electric goes over $200 a month, then the tenants split the difference.

only option is to terminate the lease with mutual agreement of each parties, and vacate the home in clean condition to get deposit back. also, even if he can't provide proof of financial / income , would that give landlord any legal power, in other way ,how it helps landlord to make current lease null and void ?

The 1031 exchange is a powerful tool but it needs to completed correctly for it to benefit you.
