If there was no ground rent registered, you would have instead gotten to a screen that had a message that said, "There is currently no ground rent registered with this department for this property."

Petersburg Zoning/Code/Building departments, although it may take a couple hours to get an answer they occasionally are helpful. 

Look up next of kin, hire a skiptracer, find the estate owner, call the sheriffs department, ask the neighbors.... etc.Get creative brotha, good luck.

It looks like City of Everett has their Fire Department do annual inspections of multifamily properties. 

The Treasury department has put out pages full of information about the qualifying requirements.

Hi @Sophie Ben, small local banks are often wonderful to work with on Fix and Flips through their commercial lending departments. 

So I said "don't the police department issue pay checks"?

Would contacting the building department and discussing this idea with them be the first course of action?

As far as actual income needed in order to qualify for a conventional loan that is a hard question to answer since there are a lot of factors that come into play when qualifying for a mortgage such as purchase price, down payment, property type, is there an HOA do you have 1 car loan or 2 or 3, do you have 3 credit cards and 5 department store cards, do you pay child support and or alimony.
