Sure, if its just some paint, new flooring, maybe some low voltage lines for cable TV or a wireless AP that sounds fine.I know there are some areas of the country where town inspectors are a pain, but I usually here about that more so in major cities inspecting large commercial jobs.

Just floors and paint will eat up 2/3 of that, you will still want to put in new trim, new vents maybe, and a few other minor items. 

Someone reliable and can do some quality painting and odds and ends?

My purchase price was $101K and I put only a few grand in to paint, tidy and fix a few things.

We did all new electrical, HVAC, plumbing, roof, foundation repairs, drywall, paint, flooring, three new bathrooms, etc.

Since the unit is empty, I'm painting and doing some other things to update it.

Example: if you need to add a fresh coat of paint and install new LVP flooring in a room, it would be wise to paint first and then do the flooring last, so you don’t get all that paint all over your new floors.

Also make sure to tell your insurance provider about any other damage that was caused as a result of the leak (flooring, baseboard, drywall, paint, etc).I've only filed 1 claim and it was on a roof, the cost to replace was around $10k.
