I am not an expert or know-it-all, but have learned a lot and made my fair share of mistakes that I don't mind sharing to help you get started.  

These higher limits don't necessarily increase your credit score but do significantly increase your chance of approvals when banks are underwriting.It may be worth it to speak to someone that is an expert in this area. 

I would make certain I followed proper security deposit procedures, documenting everything showing you used the whole security deposit in back rent and damages, then send it certified mail in a timely manner to his last known address, even if it is that unit.  

These guys are EXPERTS are selling you their stuff.  

Baltimore has some decent areas but I'd become an expert in that market first!
