Justification would be something like our units have ceramic tile floors throughout the property where comparable units only have carpet throughout or something as simple as ceiling fans in the bedrooms vs. basic lighting. 

In first case the tenant moved out and there were gums on the carpet and drawings on the walls.

Painted, ripped out some cabinets, put in baseboards and carpet, cut a window in the basement to make 5th room official, put in 5 windowsills, tamed the yard which was all weeds and old clotheslines, repainted and repaired eves.
