So the only question is, does the Market Rent for that location and Type of Unit cover the HOA, plus Debt Service, plus whatever other Expenses need to be paid..Because if it doesn't, the Landlord is in for a world of hurt!.

I can only assume its located in a rapidly appreciating market where investors are willing to suck it up for a couple of years and let price appreciation do the hard work for them (always a risky gamble in any market).
