I know of one that can not have a board as it only has one functioning owner.I know of another that just liquidated its reserves to keep the water on,There is another complex, it was a conversion,only 2 of the units are paying the HOA fee'sNot all of condo's have these issues.

I know some go back 5 years, and am not sure if this is because it is just impossible to find low income tenants w/out one of these two items in their past or if it is just a business decision to compromise and get a tenant into the property.

I believe that would fool a tester (aka "idiot cube") since the neutral wire and the ground wire connect together in the breaker box.I'd recommend at least a conversation with a licensed electrician.

You can get great hardware answers at a local store I use but they supply builders all over the US via their web site where you can see the items and they have great staff to answer questions.
