DTI= $55K/$108K = about 50%From reading, it seems to me that part of the reason banks take 25% off of the gross income is to cover for PITI, so it would seem redundant to count it again as in example 1 above.

I'm fairly confident the current owner wouldn't want it to happen, because let's face it, he'd like to pocket the 12k and sell it for 50 again.Is there any kind of a play that will let me pay the remaining $38k and give my friend a few thousand so he's not completely out all his cash?

In my experience - albeit in Connecticut, and not Washington - is that anything in the area of 1% "rule" makes it very difficult to see significant cash flow - AKA not enough money to make it worth it!

The upside here is that oil is coming back slowly ($50/barrel) is being approached, Agriculture is not having the same water crises that it has been having in the past years, although water is becoming more expensive and more regulated, but you also have the expansion of new industry in Kern county as well.
