If it is affecting your unit and you are sure its because of the next unit, you can get Department of Sanitation involved and copy your hoa on that email. 

Don't know if all fire departments are the same. 

I do understand the exterior problems that can happen as i do purchasing for an exterior company and have to pull permits for work we do in Elgin so i have worked closely with the Elgin Historic Department in the past!
