Had that happen back in the 80's when water was 'cheaper'.Unless there is some magical place where each unit is plumbed separate(highly unlikely here),,,no way to tell who uses what amounts of waterI ask for concessions too and received zip,,,they dont care,,,they treated all the waste water,,,they did all they need to.Those alarm things wont work too well,,,how many times you see smoke detectors with battery pulled??

If cost is purely the issue, there are at least 8 to 11 states where an LLC could be set up at a lower cost than that of California for instance but they may not offer a similar protection or other benefits as in Wyoming and Nevada.
