Talk to neighbors about a particular property.Speak to the Police Department about the property and the area.Gather information from the Building Department/Code Enforcement about violations and outstanding fines.Gather information from the water Department - Outstanding water bills - could be thousands.These are just a few ideas there are so many more.

I will agree that in PR have less QA/QC than in the states, yet I have to see a standard QC nationwide here in the US for concrete, because if you are the QC/QA guy in a project and you look to the other side, they will add water to the mix as well.

I finished my apprenticeship ten years ago in England and I now want to pass on as much of what I learnt to people here in the US.There is an estimated shortfall in construction workers of over 15m nation wide, alongside that, I see that when people begin to lose more jobs to automation they will look to re-train and perhaps take a career in construction.I want this program to hang and open many doors for as many people as possible.

I think, and this is just a guess, that if the property is sold for significantly less than what it appraised for (because of the occupancy and the outstanding taxes) the IRS will assume that the appraisal was fraudulent, therefore withdrawing the tax deduction.
