First have a talk with the local planning department and zoning to confirm that this land can be subdivided. 

Then I would make sure the zoning will allow you to add the additional sites and get that in writing from the zoning department.

Due to the unique zoning of the property, I made an appointment with the city permit department to learn more about the zoning benefits of the property.

One of the reasons that the city is probably being illusive with regards to the timeline is because it really does, truly depend on where the property is, what overlay districts you are in, which departments are triggered by the scope of work you are trying to do, and what your scope of work actually is.

I recommend calling the building and safety department to ask this general question.

My struggle has been in the capital department.

Once you find something you want to buy, check with the zoning department to see what you can and cannot do with it.

Additionally, since you have more than one year of experience as a landlord, it unlocks your ability to use the departing residence rents to not only fully offset your mortgage, but also if there is any that exceeds it.You can amend your last two years taxes if needed to reflect that.
