There are many reasons why they were able to do that, but a lot of it had to do with the fact those properties generated enough income to weather the storm even during a major crash. 

My off-market mailers to lists like this have generated several off-market options with investors looking to wrap up their investing career.Most 4+ unit buildings that hit the active market will be priced way higher than you want to pay.

Hi all, I have my first few leads lined up and when I call sellers to negotiate I need an idea of what my bare minimum wholesale fee should be.

Have you had any luck with online leads?

I am not familiar with Westside rentals but I believe they cost money and the other sources will bring you leads for free.

So a friend of mine, who is not into REI, has sent me a couple of off-market leads through his family/friends, which is great but I'm currently low on funds to close the deals. 

Bad inputs are probably going to lead to bad outputs, so be very mindful of that.

That being said, for NYC that's not too bad and if you really can get a place that generates $3800/rent for $400K, that's a great deal.
