Was there a statement in the counter offer that requires a response within a certain time frame?

Very limited English and being overseas the time zones and responses often do not gel together well.

He's provided me with additional advice and quick responsiveness for a Richmond tenant issue.

Here is the problem - up to this point, the owners have been taking responsibility of repairs, maintenance, etc of the interior of their units and the HOA was responsible for the common areas.  

Specifically, a brother of mine is excited to help immediately (which is a huge help for me getting started) but I want to make sure the boundaries and responsibilities of each of us are clear.
