A deal isn't a deal until everyone signs-  you guys negotiated and a deal was never reached.When a tenant signs a lease, hires movers, pays all the move-in costs - they are accepting the unit in the condition it is in.

I assume your home has no way for anyone to enter those spaces without having first obtained some kind of key or code to the property, thus there is an expectation that everyone on the premises is a paying guest or the guest of a paying guest.
