If you're buying directly from an owner, you'll need to discuss compensation with your agent.You may be thinking of other new construction situations where a builder owns the lot, but you're buying a new construction home on that lot in the transaction. 

If they don't care, why bother compensating them or putting them up in a hotel?

I think the birddog compensation should correspond to the level of deal found. 

Be very careful with this as getting compensation (cash or share of equity) in exchange for raising funds could be violation of SEC laws.
