From what you've described, there shouldn't be any problem with the loan because the unit is clearly habitable if the tenants have been there for 8 years.Not sure if there are agents involved or if you're communicating directly with the seller, but it won't hurt to see if the seller can suggest to the tenants to make sure the unit is presentable for the appraisal. 

The project had and still has many issues - many of which boils down to communication.

And since we communicate with the IRS through out filings (deeds and LLC and corporate registrations are state creations) it is the tax return that reports the activity of the property that is the taxpayer for the property for 1031 purposes.If you and your wife file a joint tax return then each of you and both of you are the same taxpayer.

Terrible communication.

Local meaning you have the right contacts on the ground; are able to communicate in real-time with those contacts & including in your budget dropping into the area on a periodic basis. 

Here's why:  it's hard, it's busy, and it (especially in 3cm thickness) communicates a premium feel in the most valuable room of the home. 

Getting info piss match will not solve any problems.For your next property manager, my suggestion is document all their mistakes and gather a bunch and communicate to them monthly, definitely not daily.  

Also have added one architect and one GC to my 'do not work with anymore' list due to lack of communication and followup on their side.
