The front yard imo now looks terrible and now kind of regret removing those shrubs because it also served as a privacy wall, which I like.I thought about a fence, but now against the idea based on cost, surrounding area, and comparable. 

The area is close to downtown Seattle, units are 600 sqare feet each and include a full separate bedroom, no short walls or anything like that which you find a lot of around here. 

In one assocation, the unit includes all things within the unit, the exterior walls, roof, etc.  

I feel we are encouraging bad behavior and many of these tenants who fell behind are going to leave when the walls of protection come down around them but negotiate forgiven debt and may even walk out with some money. 

However, I have heard horror stories about the homeless that can park out there and the police not coming to assist, gunshots, disrespect for your property, human waste lying around, and drug houses, and more.

A property that is not making cash flow is wasting the depreciation benefit because of it's limitations. 

you need to fully work out what is possible with the property you have so that you don't waste money on trial & error. 

So, when something really goes wrong, i.e. when you really need help, all you have done is waste time for their technician to come to find out that they won't cover it. 

I make it short so i dont waste much time i am from norway i have 37k dollars to use the bank will get me loan between 180k and 200k dollars including the 37k any advice buying first property?

This sounds like an awesome project- I’ve seen some commercial buildings in west loop where it looks like they bolted a new sill to the existing wall and then dropped in new trusses.
