Just part of human nature (in my opinion)...My suggestion is to try to deal with people on their level -- if they seem disingenuous and shady, demand strong contracts/agreements and never giver leeway.

They view the place with someone's stuff in it so they naturally expect that's the way it will be when they move.

The amount of instruction to follow each path of alternatives would be enormous, it's amazing what the human brain can store when you think about it.
