Are you able to move or is SD the only spot you want to live? 

@Gustavo Mendoza it really depends on the tenant and state/local laws.Class A tenants, usually having 680+ credit scores, can be held accountable for a 12 month lease.Most Class B tenants, 620-680 scores, can also.With Class C tenants, under 620 scores, many won't care if a lease is 12 months or MTM, they will move when they please.

People go where the jobs are, where jobs are growing, people are going to move to.

Because you have the potential to move around a bunch, it would be worth looking to find a small multi-family property where you can live in one unit and rent the others.

The seller for this property is motivated because he never intended to be a landlord and wants to move to Florida.I want to try to get him to understand all of the expenses that I need to incur as an investor and that my offer price comes down to the number my spreadsheet shoots out basically.

I need help deciding if I should keep my primary residence and rent it out or sell it and then move into a new one, I have already done a cash out refi of 60k if we rent it we would get 150-250/ month profit not counting cap ex and if we sold we could get 5k-20k property is worth 250-280 ARV , the property has brand new roof hvac and hardwood floors with in the last year or two we will also be using va loan to buy. ps my wife wants to sell and I want to rent it out 

Moving utilities and finding a space for washer/dryer is the annoying part but doable due to size of the units.

But like you said all based on the intent of living in it or primarily moving it to a rental.
