Have you verified with the tenants via estoppel letters that the leases are accurate, they are paying the stated rent and that they DO pay their own utils?

Yep, its a political....no, it's not, it's an initial assumption and it was passed on as it was received, if they (WH) made a mistake, they should not have been informing the public about anything except that there was a loss of life....period.
