Regarding the Umbrella policy, there is a Market called PersonalUmbrella.com that is open to many agents. 

It's not open 24/7 nor will it even be open when there are not events going on there.

Hello all,I realize I can just call my local banks and even my current bank, but they’re not open at this hour..so...I inquire of the wonderful BP minds:Can you refinance out of your current HELOC into a new HELOC...with a different bank?

I have little experience,  but you should be able to open a line of credit against the property.
