The Bay Area way to do this is get a GC to throw a bare minimum heating solution in & close with residential financing. 

I bought a 4 acre piece in Rohnert park CA in 1992 for 27k bare land just paid 300 a year in tax's all these years.. no income.. well it was brought into the city limits and I can now build a mix used resi commercial development and value is in the 3 mil range.. no debt.I have a long term option on 110 acres in Portland I optioned in 07 for 5.5 million when it comes in it will be worth north of 60 million and when that happens you won't see me on BP anymore. 

There was a dilapidated shed and some weeds and I've cleared all that out down to bare ground but am in of some inspiration for the next step.

This barely requires me to pay more but over time it will increase my equity substantially.

that's what everyone thinks and barely no one does in real estate you just keep evolving.. its a lifestyle not work and stop.

I squeaked through high school doing the absolute bare minimum necessary to graduate and never gave any serious consideration to college.

Americans are unhealthy and can barely afford rent.

Water control: At a bare minimum, before you make a current vacant basement into a dwelling unit, make sure to have a drain tile connected to the sump pump and an overhead sewer system.

A and B are also good but I'd put A as a close 2nd and depending on other factors could inch into 1st place depending on what they said their long term plans are.
