He came up with the high return based on how much money he had left over in his budget to pay an investor and thought a high return would be attractive. 

I mainly want to know if the area is safe and not a war zone?

Only about half of the reno work will need to be done once property is closed, mainly rot in outside stairs and plumbing. 

I'm mainly interested in the rent roll.

The main take away here being don't push your estimates to the top of the limit in order to make the investment work, at that point you're setting yourself up for failure.

I am zeroing in on the Cleveland metro area because from what I can tell, there is great potential in seemingly reasonable property prices as well as attractive rents.
