Don't believe it includes sewer as the house used to be on septic tank and later added to the municipal sewer but I didn't notice any increase in the rates or mention of sewer on the bill, so I assume it's included in the property taxes.Why the big difference.

Since that data doesn't include 2016, 2017 or 2018 I'm looking into whether that vacancy rate trend has continued to increase.

If you are upgrading the kitchen appliances and are not able to increase rent or make the home more desirable, then it would be best to save the time and energy to focus on the next project. 

@Mat O'Grady Rentometer.com gave me an increase of 500$ per month for home similar homes in my area.

The metro areas give you more bang for your buck while still able to appreciate at an increasing rate.
